Tim, Great question. I would direct you to Fee’s essay on this verse in his book “The Gospel and the Spirit: Issues in NT Hermeneutics.” There he essentially says Paul’s argument is ad hoc - that is, he gives reasons why he thinks Paul’s concerns are restricted to that historical situation with that particular church and its problems. He actually does a good job pointing out that biblical complimentarians do the same exact thing with the surrounding passages from I Tim, but don’t in chapter 2, not for exegetical reasons, but b/c of their experiences.

How that relates to tongues - well, I think he would say that both have universal principles - I tim. 2 has to do with order and I cor. 12-14 also has to do with order. But the general principles are what’s important, not the ad hoc imperatives.

But like I said, I think it’d be good if you checked out his essay in that book. If I remember correctly, it’s chapter 4.
